Who We Are
Project No Cap is a nonpartisan 501(c)(4) organization dedicated to uncapping the U.S. House of Representatives.
Since 1929, the number of seats in the House has been frozen at 435, even as the U.S. population has nearly tripled. Today, the average member of Congress represents close to 800,000 people, more than three times what the framers of that limit ever intended.
We believe representation shouldn't shrink as the country grows.
Our mission
Our mission is simple: repealing the Permanent Apportionment Act of 1929, restoring the link between Americans and their representatives, and giving the House room to reflect the nation it serves.
This is a nonpartisan reform to fix the House, supporting every issue Americans care about, regardless of political party.
Our timeline and goals
2026: Make it an issue
Our goal is to put House expansion on the map for the midterms.
The more people understand why the cap exists and what it costs us — in public discourse, in the media, and on the radar of the leaders and policymakers who can act on it — the more pressure there is to change it.
2030: Repeal the cap
The next congressional reapportionment follows the 2030 Census.
Before then, we're working to repeal the Permanent Apportionment Act of 1929, opening the door to a House that can finally grow with the country it represents.
