Walter Clapp
Walter is an attorney, entrepreneur, and inventor. Walter first learned about our lack of Representation and the failed First Amendment while Clerking for the U.S. Senate in his last year of law school. He believes, as did George Washington, that freedom of speech is meaningless unless it can be used to elect good and adequate Representation in our House.
Landon Glover
Landon is an entrepreneur and lawyer. Landon’s interest in the size of the House started as intellectual curiosity and quickly turned into a dedicated project when he started the @uncapthehouse Twitter (now X) and subreddit in 2020, which he still runs. Since then, the pages accumulated thousands of followers. He cofounded the No Cap Fund to take the effort to uncap the House to the next level and accomplish the stated goal of uncapping the House by 2029, the 100-year anniversary of the cap on the House.
Jeff Mayhugh
Jeff Mayhugh is a Christian, husband, and father of five. After building a small business and a family, Jeff decided to dig into history. He discovered the problem of the capped House, and he decided to get involved, volunteering for local campaigns and running for office. He is a contributor in The Hill, Newsweek, and the Blaze. Roger Scott
Roger Scott has served for more than thirty years in various Finance, Accounting, and Strategy leadership roles for some of the largest and most well-known firms on the planet, including AT&T and FedEx. Roger currently operates as a Consulting Accountant, serving as fractional CFO or Controller for client companies across the country. Roger has been married for 35 years and is proud to claim parentage of two adult children, both practically perfect in every way.
Matt Beat
Matthew Beat, also known as Mr. Beat, is a multifaceted creator from Kansas—a YouTuber, video producer, educator, and musician. With experience teaching a range of subjects from grades 7-12, Matt has expanded his classroom to a global audience through his YouTube channels, Mr. Beat and The Beat Goes On, which have collectively gained over 1 million subscribers and over 350 million views.
John Hesse
John Hesse is a Principal at The Vogel Group, specializing in government relations, public affairs, and advocacy strategy. He has represented clients before Congress, the White House, federal agencies, and numerous state legislatures. With decades of experience building coalitions and advancing legislative initiatives, John provides Project No Cap with valuable insight into congressional advocacy and institutional reform.
Kyle Sweetser
Kyle Sweetser is a Mobile, Alabama, construction-business owner, husband, and father. A former Republican, he spoke against Trump and protectionism at the 2024 Democratic National Convention. He later ran for the U.S. Senate as a Democrat in Alabama, speaking out against both the far-left and far-right during his campaign.

Bryan Friestad
Bryan Friestad is a software engineer living in Colorado. He was born and raised in Iowa, but heard the call of the mountains. He always thought Representation was important, but didn't realize how bad the situation had grown until he saw a Mr. Beat video in early 2026. He joined on as a volunteer and started a grassroots chapter in Longmont, Colorado. Now he's leading the national volunteer organization.
Myles Chandler
Myles is a data jockey for faculty affairs in Kansas City, MO.
Rory Riley-Topping
Rory Riley-Topping is an attorney, author, and on-air legal analyst. She has worked in all three branches of the federal government, including on Capitol Hill. She is the co-author of two books and has written opinion commentary for various national outlets. In her spare time, Rory enjoys giving back to her community. She is involved with Special Olympics gymnastics, animal rescue, and several veterans organizations. She lives in New England with her family.
Greg DiMattina
Greg leads Project No Cap's website development team. He got involved as a volunteer because he believes our democracy is operating on a broken system of representation, and that expanding the House is a badly needed, non-partisan structural reform that can make government work better for everyday people. Greg lives in Bend, Oregon with his rescue dog Dottie and enjoys all things in the outdoors, woodworking and music.

Yuval Levin
Yuval Levin is the Beth and Ravenel Curry Chair in Public Policy and director of Social, Cultural, and Constitutional Studies at the American Enterprise Institute, and the editor of National Affairs. He is a contributing editor to National Review, and his essays and articles have appeared in numerous publications including The New York Times, The Washington Post, The Wall Street Journal, Commentary, The Atlantic, and many others.
He is the author, most recently, of American Covenant: How the Constitution Unified Our Nation—and Could Again. He is a member of the American Academy of Arts and Sciences, and of the Scholars Council of the Library of Congress. He served as a member of the White House domestic policy staff under President George W. Bush and a congressional staffer at the member, committee, and leadership levels. He holds a PhD from the University of Chicago.
Thomas Howes
Thomas D. Howes is Editor-in-Chief of The Vital Center, founder of the Reagan Caucus and Reagan Caucus Action, and a Lecturer in Politics at Princeton University. He co-authored, along with James M. Patterson, a book published by Acton Institute called Why Postliberalism Failed. He also has a nearly-completed book manuscript in defense of constitutional democracy from the perspective of natural law theory.
